Despite these encouraging advancements, there are further domains in which India is falling behind as a nation. India, being classified as a developing nation, ranks 132 out of 175 countries in the UNDP's Human Development Index (HDI). In terms of global economic competitiveness, it is ranked 58th out of 53 nations according to the World Competitiveness Index. India's performance regarding corruption is notably poor, as it is positioned 66th out of 85 in the Corruption Perception Index by the German NGO Transparency International, which ranks countries based on perceived corruption levels. The aforementioned three indices directly influence governance. Government accountability and openness guarantee the exposure of misconduct and the prompt rectification of ineffective or detrimental policies. Research by Freedom House, including the report Freedom in the World, has recorded a worldwide deterioration in governmental accountability, transparency, and the rule of law, as authoritarian leaders disregard fundamental due process, exploit the judicial system to target dissenters, and sustain impunity for corruption and abuses of authority. Freedom House endorses local initiatives aimed at reinforcing the rule of law, eradicating torture, holding human rights violators accountable, and advancing judicial reforms. The national public information infrastructure must be enhanced and broadened through the development of information networks, facilitating increased access to digital information and the utilisation of information technology. It is essential to alter the mindset of government employees. This will be utilised to coordinate programs for orientation, training, and capacity enhancement. States may be encouraged to establish an unbiased public grievance redress authority to address claims of delays, harassment, and corruption. Moreover, a suitably transparent governance structure will enhance accountability. Transparency and accountability must be aligned with an organization's objective, which emphasises the attainment of public benefit. The evaluation studies included an assessment of the Centrally Sponsored Schemes based on several cross-sectional themes, including accountability and transparency mechanisms, technological utilisation, convergence, gender issues, social inclusion, regulatory frameworks, climate change, behavioural change, research and development, and private sector involvement. The assessment studies employed a mixed-method approach and underwent a review process that included consultations with NITI Aayog subject matter divisions, relevant Ministries and Departments, and external sector experts. DMEO conducted further secondary research for the cross-sectional study across sectors, and the findings were evaluated by domain experts to enhance the robustness of the evidence produced across the sectors.
